The Compliance Team Supervisor (CTS) is a professional level position that works in a newly approved Missouri industry regulating the activities of cannabis licensees.
The cannabis industry will be in the building and implementation phase of growth for many years to come.
The successful candidate will be a part of a dynamic, fast-paced environment and will assist the Division of Cannabis Regulation with developing and improving the regulatory program to ensure Missourians have safe access to cannabis.
The CTS is responsible for ensuring cannabis licensees are in compliance with constitutional laws and related rules in their assigned team within the Facility Compliance Unit (FCU).
Licensees include several different facility types that all make up the legal cannabis industry in Missouri.
These include, but are not limited to, large scale facilities that grow cannabis, manufacture products, transport product, and dispenses products to eligible individuals.
What you'll do:
Assist the FCU to develop, communicate, and implement guidance documents and procedures from the Division to ensure licensees are in compliance with Article XIV and 19 CSR 100-1.
Assist the FCU with application of Article XIV and 19 CSR 100-1 as related to the scope of compliance tasks including but not limited to inspections, licensee requests, and compliance reviews; provide staff guidance on the statute, laws, rules and regulations.
Responsible for planning, developing priorities, reporting outcomes and developing and implementing processes and procedures for their team.

Manage and oversee a team of Compliance Officers; ensures staff are trained and are adhering to established protocols consistently; evaluate staff performance and provide mentoring and coaching for a successful team Recommend and follows-up on any compliance enforcement type actions taken with licensees, including notices of violations, warning letters, administrative holds, restrictions, suspensions or other penalties.
Oversee the review of the statewide track and trace system data for compliance purposes; utilize this data and investigation tool on a daily basis to address issues and concerns.
Develop and carryout training and a training program for compliance staff ensuring staff have the resources needed to complete their job.
Collaborate with other team, units, bureaus within DCR and ensures that the team as a whole collaborates as needed.
Coordinate and review the work of the team, which may include delegating tasks, reviewing work product, processes and procedures; provide recommendations, support for claims, and proposed solutions to the management when submitting work products for review.
Cooperate with other agencies, law enforcement entities, the Office of the Attorney General, prosecuting attorneys' offices and Administrative Hearing Commission in directing investigations and presenting cases.
Exercise considerable initiative and judgment in planning and carrying out assignments; receive general administrative direction and is able to carry out the full scope of responsibilities of the team with minimal oversight.
Complete other duties as assigned.
All you need for success:
Minimum Qualifications A Bachelor's degree from an accredited college or university with a minimum of fifteen (15) earned credit hours in one (1) or a combination of the following, preferred:
Criminal Justice, Law Enforcement, Criminology, Business Administration, Social Sciences, Environmental Sciences, or a closely related field.

Three (3) or more years of regulatory compliance preferred, including civil, administrative, or criminal investigative (non-clerical) experience (e.
g.
, tax fraud, licensing, environmental, client care, public assistance, insurance, or military).
Reliable transportation to conduct site visits, inspections, and investigations.
Three (3) or more years of directly managing and supervising technical staff preferred.
Ability to manage a remote team.
A high level of initiative and problem solving skills in areas of responsibility.
Ability to develop effective solutions and strategies.
Ability to mine data systems and use the data for the purposes of compliance and investigative needs.
Ability to organize and manage time efficiently.
Ability to clearly and effectively communicate verbally and in writing.
Ability to adapt to constant program development, change and improvement.
Ability to apply critical thinking skills and find solutions to new situations on a regular basis.
Ability to use the Microsoft Office Suite proficiently and quickly learn specialized systems.
Ability to maintain a hybrid work schedule that includes a work environment that is free of distractions after successful completion of training.
