Legal Analyst

GENERAL
Summary:
The purpose of this position is to provide legal support for the Legal Department managers and attorneys.
This position will perform a variety of tasks in the following areas:
Legal Support, General Liability Claims, Contract Insurance Requirements, Workers' Compensation and Light Duty Programs, document and correspondence preparation, and information tracking and reporting.
This is accomplished under the direction of legal counsel by conducting legal research, analyzing and interpreting findings to the attorney(s), preparing summaries and presentations, managing cases, preparing contracts, agreements, proposal requests for review, documentation collection, litigation support and maintaining documentation, reviewing, analyzing and processing general liability and property recovery claims; processing Workers' Compensation claims are available, and reviewing contracts to set insurance requirements and monitor continued coverages.
Attention to detail.
Other duties include investigating accidents, industrial illnesses, tracking and trending accident and loss information, and representing the Authority in arbitrations, mediations, hearing and small claims court.
Other duties may include performing administrative support tasks.
ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job.
Employees may be requested to perform job-related tasks other than those specifically presented in this description.
Prepares records and legal documents by drafting, reviewing, editing, and tracking documents and contracts, coordinating contract preparation with contract administration staff, verifying necessary documentation is available and contracts are in accordance with applicable requirements, conducting legal research, drafting correspondence to opposing counsel and simple motions, summarizing discovery documents, medical records and depositions, and photocopying legal documents and distributing accordingly.
Assists with discovery responses and locating documents.
Maintains calendar by information tracking and reporting, creating and updating lists, reviewing and updating discovery timelines for legal calendars, adjusting extensions in the legal calendar, tracking all issue papers, creating agenda lists for attorneys, coordinating responses to records requests, and monitoring calendar contract expirations.
Prepares cases for attorneys by researching, assisting with the interpretation and application of laws relating to legal writing, reviewing local, civil and federal court rulings, and creating exhibits.
Coordinates the witness interview process by establishing lists of potential witnesses, locating and investigating witnesses, reviewing witness questionnaires and statements, and interviewing witnesses.
Assists in ensuring compliance with subpoenas served to the Authority by reviewing and researching the legal compliance of subpoena issued and researching applicable laws regarding the timelines.
Handling open record requests.
Performs administrative support by indexing legal documents, processing completed correspondence for mailing, notarizing documents, training and reviewing Administrative Assistant's work as requested by attorney.
Handles general liability and property recovery claims by conducting field investigations and responding as necessary to accidents and incidents.
Analyzes and investigates claims to determine cause.
Reviews medical records, medical billing, lost wages, damage estimates, interviews claimants, witnesses, sets reserves and settles claims within established limitations.
Attends arbitration hearings and other meetings.
Monitors and maintains records and creates written correspondence.
Coordinates the Authority's contract insurance program by reviewing contract in order to evaluate risk and set the necessary insurance requirements.
Reviews insurance documents received and issues releases when contracts meet stated requirements.
Monitors contracts for insurance validity and notifies the contract manager or other appropriate staff of expiration.
Resolves vendor issues related to verification of insurance certificates.
Documents and prepares correspondence by creating, editing and distributing documents and reports related to various claims, hazards and incidents, creates and maintains a diary system to adhere to government statutes and timelines, maintains a variety of records, retrieves and maintains accident video, prepares reports and documentation related to accident/injury trending and processes payments.
Any other functions and duties as assigned as assigned by Supervisor.
SUPERVISORY RESPONSIBILITIES Work requires the occasional direction of helpers, assistants, seasonal employees, interns, contractors, vendors and/or temporary employees.
FISCAL RESPONSIBILITY Position has limited fiscal responsibility.
May assist in the collection of data in support of recommendations for departmental budget allocations.
May monitor division or program/promotional level budget and expenditures.
MINIMUM QUALIFICATIONSJob RequirementsA paralegal certificate or equivalent years of experience.
An associate or bachelor's degree is preferred.
Preferred Experience Minimum of three (3) years of legal administrative and litigation experience involving the preparation and processing of legal documents.
Human collaboration skills work may require providing advice to others outside direct reporting relationships on specific problems or general policies.
Contacts may require the consideration of different points of view to reach agreement.
The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results.
Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.

POSITION TYPE AND EXPECTED HOURS OF WORK Will work in a normal office environment.
Ability to read a computer screen, operate a computer terminal and communicate by telephone.
Monday through Friday 8am until 5pm Occasional abnormal hours are expected and required for specific events and to reach all employees.
TRAVEL Occasional travel within the metropolitan area may be required.
WORKING CONDITIONS & PHYSICAL DEMANDS This position is relative free from unpleasant environmental conditions or hazards and is generally sedentary.
Incumbents may be required to exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time.
Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
