Full-time Career/Career Conditional OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, OIG has offices located in more than 30 cities throughout the country.
The Health System Specialist, located in the Office of Healthcare Inspections, is responsible for ensuring that reviews, inspections, and program evaluations are properly carried out and that resultant findings and recommendations are developed into a well written report format.

Complete a wide variety of assignments in support of regional OHI inspections and oversight responsibility. These assignments include independent research, and analysis of complex issues in preparation of project development, and identifying potential Quality Management/health care program issues.
Plan, coordinate, and/or conduct extensive pre-inspection research, oversee related work of lower graded team members when appropriate, and provide appropriate guidance where such is needed.
Plan and schedule project briefings and training sessions for all project participants.
Inspect, analyze, and evaluate quantitative and qualitative information obtained during the inspection/evaluation process by individual team members, interpret the quantitative and qualitative information, identify all potential problems that need to be inspected, and focus on areas that need to be improved.
Meet with Regional (OHI) managers, and other OIG, Veterans Health Agency (VHA), or VA managers to present and defend findings and recommendations presented in the draft report.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Rating : Your application will be evaluated in the following areas:
Knowledge of Government and/or private sector health care quality management concepts, policies and practices;
Ability to provide direction and coordination to team members throughout a project;
Skill in evaluating and inspecting health care programs and activities; and
Ability to communicate orally and in writing.
Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, A-Exceptionally Qualified, B-Highly Qualified, or C-Qualified, depending on your responses to the online questions, regarding your experience, education, and training related to this position. Specialized
Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
A background or experience in addressing the physical, medical, or psychosocial needs of hospitalized or ambulatory care patients, with experience in one or more clinical settings, evidenced by possession of one or more clinical certifications or licensure; AND
Interpreting various regulations and directives; AND
Experience conducting or implementing reviews, inspections, and program evaluations; AND
Performing data analysis in order to provide recommendations of program process improvement, and overall planning regarding healthcare inspections.
Experience must be gained in a healthcare environment that oversees the care of hospitalized or ambulatory patients.
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
