Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade:
Applicant must have one year of specialized experience at the next lower grade to be considered for the next higher grade. GS-12:
Must have held a GS-11 position or equivalent for at least one year. GS-13:
Must have held a GS-12 position or equivalent for at least one year. Basic Requirements:
This position has a positive education requirement. Applicants MUST meet one of the educational requirements below for the 0510 occupational series. Transcripts are required at the time of application. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements. GS-12 :
One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an Accountant. Examples of such experience include:
applies accounting theories, practices, methods, and techniques to ensure the accuracy and integrity of financial information; utilizes qualitative and quantitative analytical techniques to analyze and evaluate issues related to accounting situations and problems; Processes and monitors accounting transactions into financial system; and serves as point of contact for professional and technical guidance to team members, program offices , client agencies and vendors. Experience:
GS-13 :
One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform an Accountant. Examples of such experience include:
provides advice on accounting theories, practices, methods, and techniques to ensure the accuracy and integrity of financial information; interprets policy and regulatory requirements; provides recommendations for improvements in order to meet program objectives; Performs analysis, review and reconciliation of financial statements, reports or transactions; and serves as point of contact for professional and technical guidance to team members, program offices , client agencies and vendors. NOTE:
This experience must be demonstrated on your resume/supporting documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
