Administrative Officer

Duties of the Administrative Officer include but are not limited to:
Manages various contracts and equipment purchase contracts. Serves as the organization advisor on Human Resource matters by coordinating organizational needs with Human Resources Office requirements. Writes position descriptions and develops job analysis for positions. Manages administrative services regarding space, equipment and financial resources. Oversees recruitment, selection, promotion, awards, and training activities to ensure compatibility with staffing plans, personnel ceilings, and funding levels. Provides coordination, direction and policy interpretation, and guidance regarding the preparation, revision, monitoring, and evaluation of organization budget estimates and full-time equivalent (FTE) needs. Prepares reports that include recommendations to improve effectiveness, efficiency, and productivity within the service line. Create meeting agendas and compose/distribute meeting minutes. Works closely with the Section Chiefs to develop long range and short range goals and plans. Performs other related duties as assigned. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. GS-09:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience includes:
Communicate effectively, both orally and in writing, with people from diverse backgrounds; Manages procurement and contracting for the organization. Monitors personnel related matters to include staffing needs, developing job analysis, preparing performance plans, provides aide in problems and conflicts, etc.; Compiles and analyzes data from various sources to determine integrity and makes recommendations based off of analysis. Develops actions plans to address issues related to data management and implements as necessary; Provides advice to management and program personnel on staffing, budgetary and procedural issues; Interprets, writes and implements local policies; Participates in long-range planning activities for all medical center resources; Communicates effectively in investigating and responding to employee grievances, patient, congressional inquiries and/or staff requests/concerns in order to resolve conflict. OR, Education Substitution:
Applicants may substitute education for the experience required for the GS-09 level. At the GS-09 level, a master's or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, LLB or J.D.Education must demonstrate knowledge, skills and abilities necessary to complete the job. Experience:
Applicants may also combine education and experience to qualify at the GS-09 level. You must have a combination of specialized experience and education experience directly related to the work of the Administrative Officer position, may be substituted to meet the experience requirements for GS-09 position. Specialized Experience GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Communicate effectively, both orally and in writing, with people from diverse backgrounds; Utilization of resources such as work force, space, funds and equipment regarding clinical and administrative operations; Utilize principles and techniques of strategic planning and understanding of the mission in a medical facility at all levels of management; and expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex program effectiveness or improvement processes, plan, organize, and direct team study work and to negotiate effectively with management to accept and implement change; perform budgeting/financial management work; management of procurement contracts; overseeing and tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; conducts studies to collect data which may include on patient demands, workload trends and clinical utilization. OR, Education Substitution:

To qualify based on education for this grade level you must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
