Health System Specialist (Strategic Planner)

The duties of the Health System Specialist include but are not limited to:
Evaluates processes or makes recommendations for effective organizational changes based on current and future workload projections Performs organizational analysis for clinical and administrative services such as staffing productivity, population analysis, cost effectiveness analysis and lean process analysis Performs analysis on the current and future needs of the medical center, identifies gaps and opportunities an then executes business case analysis on the best strategy to accomplish VHA goals as they relate to the overall mission Responsible for specialized clinical and administrative analysis of demand, funding, workload, staffing and community resources to determine size, scope, location and complexity of facilities treating patients Responsible for workload analysis and projection; business care analysis; coordination of capital programming applications Develops long term plans (5 yr and 10 yr) to delineate medium and long term capital improvement Leads and makes recommendations concerning long-range planning activities such as the Facility Master Plan, Health Care Planning Model and Strategic Capital Investment Plan Reviews architectural concept plans/schematics as a member of the integrated program team; assisting with on-going construction project management Identifies and determines training priorities, conducts surveys Represents the managed functions of the Director's Office at conferences, meetings and briefings Plans or accomplishes special projects. Expert on advising top management of major programmatic issues Gathers and maintains complex data used to evaluate, develop, and implement the required systems and resource planning elements (Space, construction, FTEE, equipment, etc) Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Qualifications:
You may qualify for the GS-11 or GS-12 level based on the criteria below:
Specialized Experience, GS-11 Level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes:
gathers and maintains complex data used to evaluate, develop, and implement required systems and resource planning elements related to healthcare administration; assists with analysis of clinical and administrative data for medical center planning; works on special projects for short or long term needs of a medical center. Education Substitution, GS-11 Level:
Candidates may substitute Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combination of Education and Experience, GS-11 Level:
Combinations of successfully completed education and experience as described above may be used to meet total qualification requirements. Specialized Experience, GS-12 Level:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes:
gathers and maintains complex data used to evaluate, develop, and implement required systems and resource planning elements related to healthcare administration; performs analysis of clinical and administrative data to create plans for processes related to the mission of a health care organization; plans and carries out special projects for short or long term needs of a medical center; conducts ongoing workload analysis and projection; and represents management at conferences, meetings and briefings. The work is primarily sedentary, although some slight physical effort may be required.
